Steps To Reproduce:
1. Create a web application using JSP.
2. Run the web application on the tomcat.
3. Copy servlet sources generated from JSP by the tomcat to the folder created under the project folder.
4. Add a breakpoint at a servlet source copied from tomcat working folder.
5. Debug the web application.

The web application is suspended, but the suspended position is not correct. 
If adding a breakpoint at line 14 of the servlet source generated from JSP, the web application is suspended at line 14 of JSP.

The stratum for JSP debugging seems not to be used correctly.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
