We need to define a story to support internationalization of metadata.

Yes and as part of that should address the problems we have with Update where the content of a repo cannot be NL'd after the fact.  In effect the problem is that we don't have feature fragments (in the Update context).  A German user connecting to the repo should see German descriptions while a Japanese user connecting to the same site should see Japanese (assuming the languages are available)

There are places in the UI that would look much nicer if we did this (showing IU names and descriptions, etc.)

I implemented a bandaid fix for this that grabs the text out of the plugin.properties or the feature.properties as appropriate.

This is now fixed in HEAD.
