Extend Test Project features to optionally include the new org.eclipse.tptp.test.tools.junit.plugin plug-in.

As a result of defect 182367, the new org.eclipse.tptp.test.tools.junit.plugin plug-in needs to be added to the Test Project features as an optional plug in.

We need to have a new leaf feature from the exsiitng org.eclipse.tptp.test.tools feature for this new org.eclipse.tptp.test.tools.junit.plugin plug-in.  The feature will not include any PDE imports.
