The SelectionService does not issue a notification of selection changed:
	- when switching to a part which does not have a selection provider
	- when switching to a page which has no active part (e.g. a newly opened perspective)
	- when the active part (which does have a selection provider) is closed
		- would be nice not to notify twice if next active part has a selection,
		 but could always get the case of no next view when last part in page is closed

NOTES:

	This is an issue for the debugger.  The Java perspective adds the Debug action set,
	whose actions should be disabled when the perspective has no debug view.
	Currently it doesn't always get notification when switching from the Debug perspective
	to the Java perspective.

Reminder: as a 2.X work item we are constrained by the API compatibility rules.

As we are still constrained by compatibility in 3.1 I am going to mark this as 
WONTFIX. If we get PMC approval at some later date we can re-open.
