A typo in the current M6 jsp.ui plugin's plugin.xml file makes it so that breakpoints will only be properly registered for .tagx files, not .tag files, meaning that while you can step into the file, you can't set a breakpoint into it that will itself halt execution.  Changing line 317 so that the value "tag,*tagx,tag._*,tagx._*" is instead "*tag,*tagx,tag._*,tagx._*" corrects this.
