It is possible to get into a state where the Working Set related menu items do not appear in the View menu of the Project Explorer and the user needs to restart to have them appear. I saw this when debugging but did the following steps to make it happen with a outer Eclipse.

1) From the Project Explorer Filters... menu, disable all content except Resources.

2) Close all instances of the Project Explorer and close the Resources perspective and restart.

3) After restart, open the Resources perspective. For me, the Project Explorer view menu then only contains 3 entries (Filters..., Link Editor, and Focus on Active Task from Mylar).

4) Enable Java and Working Sets. The Java Presentations menu appears but none of the Working Set menu items appear.

5) Restart again and all the Working Set menus are back.

6) Turning off Java or Working sets then doesn't remove any menus from the view menu.

I should think that the menus dynamically appear and disappear when the associated content extension is enabled/disable (just as content does).
