Steps To Reproduce:
1. Open wizard via menu file->import...->Existing Projects into Workspace
2. Select a root directory that is known to contain several eclipse projects
3. Select at least four projects
4. Check the "Copy projects into workspace" checkbox
5. Choose "Finish"

The progress bar proceeds in three large steps - one step per imported project - and reaches 100% after the third project - regardless of how many projects are still left.

More information:
The current progress reporting granularity (one step per imported project) is not the problem, but there is something wrong with the total number of work units.

Experienced even worse behavior with a single project and I20070904-0800. Used org.eclipse.jdt.core as the imported project, with copy but without autobuild. The progress bar very soon showed a 100% progress, say after duration D, then the process continued for a duration of many Ds.
