This issue is reproducble in Japanese and English WindowsXP
Driver : M6
JVM: IBM 5.0 SR4

steps to recreate
1- change Source color bacground to green at preferences Java > Editor
2- open a Java editor, and show a hover

Result
the hover background is default. That should be in green.

Did you indeed make the SOURCE hover appear and not the Javadoc hover?
