Description Andrew Niefer CLA 2007-03-26 14:15:26 EDT 
1) In debug persective, minimize the Outline view.   (Do this in the debug perspective because the default outline view does not go all the way to the top)
2) Click the outline view in its stack to bring up a fast view of it
3) Click the restore button in the outline view stack

The outline view returns to its normal position, but its toolbar stays up where it was.
