Update version plug-in/feature numbers for Test Project plug-ins.

Rules:

1) Bug fix - increment the third digit by one 
2) Enhancement/feature - increment the second digit by one and change the third digit to zero 

Note, there is no relationship between the version numbers and the releases anymore.

Review the version number report for the TPTP-4.4.0-200703270100D build

and 
update dated plug-in version numbers.  

The Release Engineering Team will update the feature version numbers.
