make it accessible for g-Eclipse

the current structure of the fine grained monitoring consists of one part. The backend is just part of the remote OS.

After looking at different monitoring tools we decided to provide a generic monitoring plug-in which can be extended by tools specific plug-ins. The functionality will be integrated with the test/benchmark framework and a sample implementation will be provided. A new bug has been filed.
