As part of bug#169023, there is now a option to add projects into a new working set.

There is a minor issue here because the new created working set is not made visible on package explorer. The first time I tried I thought it was a bug, but then I noted that I have to "Configure Working Sets" on Package Explorer and check the newly created working set.
