Steps to reproduce:
Project -> Properties
Click on C/C++ Project Paths and Symbols

On Includes Tab:

1.1 Click Add
  -"Directory" and "Add to all configurations" are not externalized.

1.2 Click Edit
  -"Directory is not externalized.


On Symbols Tab:

2.1 Click Add
  -"Variables..." button label is not externalized.
  -Window does not resize correctly for longer translations.

2.2 Click Edit
  -"Variables..." button label is not externalized.
  -Window does not resize correctly for longer translations.


On Source location Tab:

3.1 "Source folders on build path" is not externalized.

3.2 Click on Create/link folder. Click on Advanced. Place a check mark beside “Link to folder in the file system”. Click on Browse.
  -Window title "Browse For Folder" is not externalized.


On Output location Tab:

4. "Output folders folders on build path" is not externalized. 


5. Also on RHEL the Discovery Options tab doesn't resize correctly for longer translations.

Problems are fixed.

3.2. is not a problem: 
string "Browse for ..." is got from class
org.eclipse.ui.internal.ide/IDEWorkbenchMessages
and externalized outside of CDT.

"Browse for ..." is not a message in
org.eclipse.ui.internal.ide/IDEWorkbenchMessages in 3.2.2 or 3.3.

I think you are seeing an OS String.

Setting to milestone 4.0 so we can generate a report of all bugs fixed in 4.0.
