1.  create a java class with main
2.  create a launch config for this class
3.  duplicate the launch configuration 
4.  and launch the duplicated launch configuration

Tooltip for debug action now shows "Debug <name of the last launch config>"

5.  Go back to the launch config dialog and delete the duplicated launch config.

Tooltip still shows the deleted launch configuration.

Tooltip also does not get updated after the launch configuration is renamed.

We need to update the tooltip when the launch history changes.
