Please, consider these two suggestions:

1) page break interval could be dynamically settable

2) there could be an option whether to turn on or turn off page break interval for PDF reports

1. we can support dynamically setting page-break-interval, but page-break-interval should be set before pagination, it also can not be changed during pagination.
2. We can not support setting page-break-interval according different format. Because page-break-interval affect pagination, aslo dicide the content of report document.
