I20070313-1051

- new workspace
- move Declaration view to first position of tab group
- change to 3.3 presentation and restart
=> Expected: same view tab order as before restart
=> Was: Declaration view is last again

This only seems to be a problem when switching between default and 3.3 presentations, but it induces a bad initial experience for "switchers".

Thanks Markus, I'll check this out asap since as of tomorrow's build you don't get the choice (I've just made the default presentation the new one...-now- I'm nervous...;-).

Markus, check out the defect that this has been marked as a dup of...it appears that this behavior has been around for quite a while (and isn't specific to the new presentation).

I'll still take a cut at it but I have to fix some higher priority defects first...
