If a Commit is performed on an unassigned project, any resources in that project that have been assigned to a change set will be included. This can easily result in the unintentional committing of changes.

Yep, this was the scenario that broke JDT/UI in N20070309-0010.

Fix released to HEAD.

For technical reasons, the fix is to add an <Unassigned> change set for those changes that have not been assigned to another set. Leaving the layout the same would have been much more complicated.
