steps to reproduce:

   - use the attached report
   - preview in pdf

expected behavior:

   - unit em works properly

actual behavior:

   - tried to change width property from 15em to 1em, there was still no visual effect in pdf report

This issue can not be reproduced in 2.6.0 release build. 
Set as fixed.
