Steps To Reproduce:
1.Create new Default MRT i,e new_file.mrt by selecting some of Capabilities
2.by default All the Capabilities are already collapsed in the editor but Collapse button is enabled

This seems to happen only when the MRT is opened. It should be the Expand All button that is enabled and the Collapse All button should be disabled since when the MRT is shown in the editor the tree of capabilities is already collapsed.

Patch for bugs: 174416, 173631 and 173437

This is a combined patch for the following defects:
173631 : current bug
174416 : Selection at root leveldoes not select all children
173437 : Unable to remove Capabilities like Identity and Manageability 

Please apply the same.

There is some strange behaviour seen.
(1) Open the MRT.
(2) Click Expand All button, all the capabilities expanded.
(3) Modify the MRT Identifier, all the capabilities are collapsed and Collape All button is still enabled.
