Please add to the Readme for 4.3.1 (this is an intermittenet problem)

The defect 168948 prevents the execution of AGR tests with security enabled on
the RAC. The test execution will hang at around 60% ( I have also seen it hang
at 57% and 66% as reported in defect 168948).
