Steps To Reproduce:
1.Start creating new default MRT
2.when Capabilities section window comes up, noticed that none of the Standard Capabilities are selected by default.

Not sure about the Manadatory Capabilities. As a work around, we will modify the WizardPage to create a new MRT with the options - WS-Resource with Metadata Exchange and Service Group. So, depending on the selection, we would be graying the appropriate mandatory capabilities.
