Steps To Reproduce:
1. Using Windows XP, right click on the desktop and go to properties. Ensure the 'Windows Classic' theme is selected.

2. Launch Eclipse in Hebrew (i.e. with the program argument -nl iw) with a new workspace.

3. Right-click on the Package Explorer. A context menu appears with a few options grayed-out. (Copy, Copy Qualified Name, Delete).

PROBLEM:
The 'Copy Qualified Name' text is overlaying the grayed-out text for 'Copy' and 'Delete' until you hover over them. This bug is reproducible in other context menus.

It seems that the disabled action with the longest title is overlaying all other disabled actions until they are hovered over by the mouse.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
