You can DND copy in the java editor content outline, but you can't DND move.  
This would be very useful for manually sorting the order of methods.  SWT gives 
nice feedback support that can show that the insertion is between methods.

since the outline view is typically sorted moving doesn't make a lot of sense.

Chaning state from assigned later to resolved later. Assigned later got 
introduced by the last bug conversion and is not a supported Eclipse bug state.
