Steps To Reproduce:
In https://bugs.eclipse.org/bugs/show_bug.cgi?id=38196 , it says multi-topic printing function has been implemented in 3.3. We are concerning about the performance. If a lot of clients are using the multi-topic printing function concurrently and each requests a lot of topics, the server might be crushed. 
We need some mechanism to constrain the maximum of concurrent requests and the maximum of the topics in each requst.

We suggest to add some parameter in the preferences.ini file to control this.
