The same Windows Vista info committed for bug 168933 on 4.2.2 needs to go into 4.3.1 AC getting_started.html for Windows.

Added the following info to the Windows version of the Getting Started doc regarding Windows Vista constraints:
1) need to reconfigure firewall to unblock AC's ports
2) need to launch AC with admin privelege
3) need to launch AC as application (not service) if it will launch an application that needs to create UI.

Checked in the fix to org.eclipse.tptp.platform.agentcontroller\src-native-new\packaging_md\windows\getting_started.html on the 4.3.1 branch.

Also, updated file www\tptp\home\downloads\installguide\agentcontroller_new\getting_started43.html, the new AC 4.3 version of the TPTP docs web pag link to the getting_started.html file so that it checks out the new version of the file.

Note that bug 168933 is the 4.2.2 version of this checkin.

As of TPTP 4.6.0, TPTP is in maintenance mode and focusing on improving quality by resolving relevant enhancements/defects and increasing test coverage through test creation, automation, Build Verification Tests (BVTs), and expanded run-time execution. As part of the TPTP Bugzilla housecleaning process (see http://wiki.eclipse.org/Bugzilla_Housecleaning_Processes), this enhancement/defect is verified/closed by the Project Lead since this enhancement/defect has been resolved and unverified for more than 1 year and considered to be fixed. If this enhancement/defect is still unresolved and reproducible in the latest TPTP release (http://www.eclipse.org/tptp/home/downloads/), please re-open.
