remove the plugins from platform feature and include new cvs feature in the build

The above plugins will be removed from the platform feature and moved to the new org.eclipse.cvs-feature.  The org.eclipse.cvs-feature will be included in the sdk feature.  This new feature will be available as a separate download.  Also, I have created a cvs source feature.  Requesting PMC approval to move these plugins to the new cvs feature.  

Michael, I didn't find a bug in the cvs bucket for this change so I opened one in releng.  If there is an existing bug, please let me know the #.

This has been released for builds >= N20070119-0010.  There is the small issue of the org.eclipse.cvs feature not showing up in the about-feature details but that's an issue with the branding plugin that I'll fix tomorrow.

All cvs features now appear in about, changes released for integration build.
