Build M20070112-1200.
This is a fup bug on bug 161184, which was describing two problems, of which one was fixed as a dup of bug 99738.

When formatting the following comment block with the default options:
	/**
	 * a
	 * <pre>
	 * bb
	 * </pre>
	 * c
	 */
you get:
	/**
	 * a
	 * 
	 * <pre>
	 * bb
	 * </pre>
	 * 
	 * c
	 */
that is, extraneous lines before and after the pre tags.
Moreover, subsequent format operations mark the file as modified (does not seems so though).

This is a problem reported in bug 152850.

Ownership has changed for the formatter, but I surely will not have enough time to fix your bug during the 3.5 development process, hence set its priority to P5.
Please provide a patch if you definitely need the bug to be fixed in this version and I'll have a look at it...

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
