A release note is needed for 4.2.2 and 4.3.1 for Windows Vista.  This defect is for 4.2.2 and a separate defect was filed for 4.2.2.

On Windows Vista, there is a defect within both the Sun and IBM Java runtime packages.  For TPTP, this problem causes time stamps to be displayed in GMT instead of local time.  For example, you will see this in the Test Log timestamps in the Test Navigator and in the Event tree in the Test Log viewer. The problem may be visible in any GUI display or view that is showing a time stamp.  For the IBM Java runtime, this problem is fixed in the 1.5 JVM, SP4.  For the Sun JVM, this problem is scheduled to be repaired in JVM version 1.6.

To resolve this error:
Run the Eclipse workbench using IBM's Java Runtime Environment (JRE) v1.5 SR4 or Sun's Java Runtime Environment (JRE) v1.6.
