Mylar should contribute org.eclipse.pde.ui.newExtension org.eclipse.pde.ui.pluginContent org.eclipse.pde.ui.templates to make it easier to build stub repository connectors and help to implement Mylar's extension points.

What is needed is a special wizard that can create TWO projects: <connector>.core and <connector>.ui

Not quite. Generating new projects would be more for the bug 170894

This issue is suggesting to add support for adding Mylyn extension points from the plugin.xml. 
See plugin.xml editor / Extensions tab / Add... / New Extension wizard.

Also, I just created bug 208959 to provide a "cheat sheet" for creating new connector.
