Since genReport.bat and genReport.sh are change by release progress. So make them auto-generated to reduce maintain and duplicate work before each release/milestone build.

Fixed. 

Generating scripts was checked into /cvsroot/birt/source/org.eclipse.birt.releng.birtbuilder/extras/genReportGenerator.sh.

Due to internet connect issue, they were checked into local CVS for now.
