This was fixed in WTP so just get a newer WTP build and it should go away.

1.Create a new WSDM Project i,e Test1
2.Right click on the Test1 Project and Click New->Other menu
3."select Wizard" window comes up
4.Select "Tooling for WSDM->New WSDM Manageability Endpoint Capability" and Click next button, so panel navigates to other wizard
5. Here again Click on Next button, window navigates to other
wizard
6.Here Click on the Finish button, Blank Error pops up, so Could not create Capability and also there is no error logged in the log file.
