Similar to bug#166621, but this one is for the bug editor context menu, so if you have the task editor opened, you don't have to expand the attachments section and click "add"; just right-click and the action is there.

I wonder if it is better to call it "Add Attachment..." instead of "Attach File..." because the contents can come from clipboard...
