the tooltips are visible outside of the PDT itself and visible on the desktop 
of my machine (if the PDT is maximize i dont see them at all) .

To simulate - 
1.debug a simple php script.
2. Move the Debug view to the right hand side
3. Hover over the marked element ( see image)
4. tooltip is cut
