The First one should be removed since its a duplicate action and not always 
enabled.
The second one should be named Open File ( Since thats what it does)

the two actions are different, while the open resource actually opens the file, the Goto -> Resource only goes to the file in the explorer view.

The goto resource item is enabled only if you are selecting an item in the explorer view.
