The current way of entering program arguments seems to confuse people because (see bug #162075). It would be good to be able to have something more user friendly their but I'm not sure what though.

looking at bug 162075, it's not the way people enter program/vm arguments.  That's straight forward and people are doing it correctly.

It's the way we process them when we create the ini file that is buggy and needs to account for spaces.

fyi, I'm going to try and do something for the headless case of this (bug 162075) for eclipseCon, I think the simplest thing is to use StreamTokenizer to allow quoting.  I don't think we want build to introduce a dependency on debug just to get the ExecutionArguments suggested here https://bugs.eclipse.org/bugs/show_bug.cgi?id=162075#c2

Fixed using ExecutionArguments.
