when I open a new repository task (bugzilla), I cannot set the assignee. I have to create the bug first, then manually reload the specific ticket (see https://bugs.eclipse.org/bugs/show_bug.cgi?id=167927) and then change the assignee.

Our the web version of our bugzilla allows me to set the assignee on the bug creation page.
