To see the history of an element I often try to find the history view in the 'Show In' context menu.

Done. The view id is "org.eclipse.team.ui.GenericHistoryView". I've added the appropriate fields to the Resources, Team and CVS perspectives.

added shortcut to Java perpectives > 20070105.

I'm not sure what you mean by "add the shortcut to the default perspective". It's been added to the Resource perspective using a perspective extension. Is there some way to add it to a product's default perspective?

It is not working on Plugin Development perspective.

From what I understood, you have to enable it on manifest for each perspective you want it to appear. Is it right?

Is there a way to make it appear on any perspective?

I couldn't find a way to add it to any resource based perspective so I logged bug 169684. As for the Plug-in perspective, you should log a bug against PDE/UI.
