1. In say the Java perspective, minimize the view stack with the Package Explorer.
2. Go to the View menu and add a view that would go into that stack (e.g. Navigator).

Results:
- The FVB contents restore to a stack, but the FVB is still in the trim and sticks around.
- Attempting to minimize the view stack now does nothing.
- The only way to get rid of the FVB is to restore it.

I've opened defect 167432 to cover the enhancements we've been discussing. This defect indicates one of the workflows that need to be addressed so I've made it block the 'Uber' defect...

Fixed by the work done for bug 167432.
