There are no menomics on the tabs for the Ant Preference Page

The Ant UI has been incorporated by the External Tools. Moving to Platform UI.

Tab folder tabs should not have mnemonics.

The External Tools pref page's mnemonics are OK.

The Ant page should have a mnemonic on its label (e.g. &Customize the 
classpath...)
The Add Task and Add Type buttons should not use A since it conflicts with 
Apply.  Could use T.

We should have mnemonics on the tabs too.
Although not strictly required, we have them on other tab folders in dialogs.
(Should not use them in main window).
