If I run the "Create Plug-in Jars" action on a the "Hello, World" plugin example
it works fine, but if I run it on any plugin I have imported using the plugin
import wizard it fails.

To reproduce this bug.

1. New workspace.
2. Import org.apache.ant as binary project
3. Import the rest of the plugins as a source projects
4. Right click the plugin.xml in org.eclipse.debug.core
5. Select "Create Plug-in Jars"
6. Hit finish

Notice that the jars are not created.

This is because build.properties is missing and build requires it.

I guess PDE can create a dummy build.properties since it is also creating dummy 
source folders, but I am afraid we are on a slippery slope here. How realistic 
is all this - for user to import binary project with source extraction and then 
build them?

Implemented by creating build.properties with entries corresponding to the 
newly created source folders.
