Currently, there is no way in RSE to open a file that is not in the default encoding of the platform in which the file resides (with the exception of XML files with extension *.xml).

RSE should provide a way to specify the encoding of a file. One possible solution is to allow the encoding to be specified through a property page (a new or existing property page).
