Textual compare editors used to step into differences when I pressed the "Select Next Change" button or used the "Compare > Select Next Change" command (which I've bound to Ctrl+Shift+.). Now, the "Select Next Change" command does the same as "Navigate > Next Difference", and I have to press the "Step Into Differences" button in every compare editor to get back to the old behavior.

- The state of the "Step Into Differences" button should be persisted and shared between all open compare editors.
- There should be a command to toggle "Step Into Differences" by keyboard (can be unbound by default).
