There really isn't a good component home for this. I am re-assigning to Paul, and suggest he should make a recommendation and run it by the key test project committers to validate there is consensus. Deferring to 4.4 since these additional dependencies do not negatively impact the product. Has the priority for this defect been recently reviewed given its severity?
