It would be nice if new projects were automatically added to the current 
working set.  Often its true that your working set is "the things you care 
about right now".  Generally speaking, if I create a new project, I now care 
about it.  There is often a moment of confusion when using a working set and 
creating a new project - it doesn't show up!

A complicated exception though would be PDE and importing of binary projects, 
an act done frequently when taking new builds.  If this triggers new project 
creation deltas then the result would be undesirable.

Projects created "by hand" (ie. new project creation wizard), or brought in 
from CVS, are obvious choices.  Team would be willing to write CVS provider 
specific code to handle our case if specific solutions were thought to be 
better than a general one.

A complicating factor is that there is no global notion of active working set.
So you could have different action sets active in different views.  Which one 
should it be added to?
