A general Eclipse coding conventions document used to be available at http://dev.eclipse.org/conventions.html .

That page returns a 404 now. Its contents have probably been moved to http://wiki.eclipse.org/index.php/Development_Conventions_and_Guidelines . Since there are several links on eclipse.org to the old location, I think the original document should be replaced with a redirect to the wiki page, rather than just being deleted.
