Problem occurred after adding a toolbar with two buttons as the text client 
for the Plug-in Manifest editor Extensions page Section for Bug # 157735.

Steps To Reproduce: Scenario A)

(1) Open any plug-in manifest editor (initial page is not the extensions page)
(2) Switch to the Extensions page

Steps To Reproduce: Scenario B)

(1) Open any plug-in manifest editor (initial page is the extensions page)
(2) Switch to any other page
(3) Close the editor
(4) Follow steps in Scenario A) (initial page will not be the extensions page)

The bug is not present, if the initial page opened by the plug-in manifest 
editor is the extensions page.

Fixed.

Released to HEAD

It appears to be a forms bug.  Will open up a corresponding bug report.
If the sections text client is set before the sections text, the bug appears.
But, not vice versa.
Implemented the obvious workaround.
