When I started 20020514 first time I got the following in the log (drop not

I have opened a bug 15670 against UI regarding action not appearing.  The entyr 
in the log is caused by the same problem.

This problem causes the run-time workbench not to start.
If I remove the action from plugin.xml, the run-time workbench starts OK.

To fix it in 2.0, I will add a copy of the menu defined by search to help 
action set.
