I am running Eclipse 3.3M2 and don't see "Working sets for the Project Explorer" features announced in New and Noteworthy at http://download.eclipse.org/eclipse/downloads/drops/S-3.3M2-200609220010/eclipse-news-M2.html

First of all when I open Project Explorer view its view menu does not have announced actions and I had to restart Eclipse to get them in there.

But even after restart, "Top Level Elements / Working Sets" has no effect.
