History view sorting is rather slow for files with a big history. E.g. sorting /org.eclipse.jdt.core/batch/org/eclipse/jdt/internal/compiler/batch/messages.properties by Revision takes a few seconds even on a fast machine.

It looks like com.ibm.icu.text.DateFormat.getInstance() uses up much of this time.

ICU4J is only used to render the date in the abel provider.
