This problem occurs when creating a plug-in project on an Arabic locale

Test Scenario:

1- Set your locale to Arabic
2- Create a new plug-in Project, using Hello,World Template
3- Expand the project in "Navigator"
4- Right Click on "plugin.xml" 

Problem:
The context menu misses the following items:
-PDE Tools
-Generate
-Data Access 

This problem doesn't appear on English locale

Do these menus appear if you select plugin.xml in the Package Explorer (rather than the Navigator)?

I assumed you were using 3.2.1 - if that is not the case (you are using 3.2) then re-open this bug.
